On April 29, 2025, the second phase of the "Knowledge" series of activities (the 8th in total) and the theme activity of the April 26 Intellectual Property Publicity Week hosted by the Shanghai Intellectual Property Service Industry Association were successfully held at the Shanghai Agency of the Patent Office of the State Intellectual Property Office. Xu Lihe, Director of the Intellectual Property Agency Office of Shanghai Municipal Intellectual Property Office, attended the event and delivered a speech, emphasizing that intellectual property services need to closely follow the national policy guidance, continue to optimize the service process, and help enterprises improve the efficiency of the transformation of innovation achievements. In particular, he pointed out that in the context of digital transformation, service organizations should actively explore the integration path of intelligent tools and professional experience to provide higher value solutions for innovative subjects. At the event, experts from the agency and industry associations conducted in-depth analysis on hot topics such as the declaration of patent open license and the filing of the implementation license contract, the practical operation of patent payment business, and the registration process of the pledge of the exclusive right to use trademarks.

In the special sharing session, the business experts of the agency systematically sorted out the applicable conditions and operational specifications for the priority examination of patent applications, combined with the latest revision of the Administrative Measures for Priority Examination of Patents, and analyzed them layer by layer from material preparation, examination cycle to risk prevention and control, so as to provide reference for enterprises to efficiently deploy high-value patents. In view of the recent online reform of patent payment that enterprises are concerned about, the experts demonstrated in detail the operation process of the "patent business handling system", and reminded the key details such as payment voucher management and late fee calculation. In addition, the practical explanation of the registration of the pledge of the exclusive right to use a trademark is carried out from the dimensions of legal effect, key points of examination of registration materials, and the path to realize the pledge, so as to inject practical guidance into intellectual property financial services. At the end of the event, under the guidance of the staff, the participants visited the service hall of the Shanghai agency to get a close understanding of the window handling process of patent priority examination, fee reduction and filing, and feel the efficiency and standardization of the "one-stop" service.
