Industry Hot Spots | The State Intellectual Property Office issued the Guidelines for Assistance in Intellectual Property Rights Protection

Assistance for intellectual property rights protection provides public welfare assistance to the needs of innovative entities and the public for intellectual property rights protection, and is an important link in the "whole chain" of intellectual property protection. Since June 2020, when the State Intellectual Property Office issued the Guiding Opinions on Further Strengthening Intellectual Property Rights Protection Assistance, more than 2,000 rights protection assistance institutions have been set up across the country, and a total of 71,000 applications for intellectual property rights protection assistance were handled in 2022. In order to further strengthen work guidance, improve work processes, and strengthen standardized management, the State Intellectual Property Office has formulated the Guidelines for Intellectual Property Rights Protection Assistance (hereinafter referred to as the "Work Guidelines").


The "Work Guidelines" focus on "realizing a national network for rights protection assistance services", further clarifying the methods and paths for the construction of a rights protection assistance work system, further standardizing the operation and management of rights protection assistance institutions, and refining and unifying the procedures and operational standards for rights protection assistance. The overall focus is on practicability and wide applicability, which is convenient for front-line rights protection assistance personnel to operate and use, and a series of standardized work forms have been designed around various tasks of rights protection assistance, laying the foundation for standardizing information and data reporting and cross-regional coordination. Focusing on the characteristics of social forces' active participation in rights protection assistance work and the emergence of innovative rights protection assistance mechanisms in various localities in recent years, separate rules and regulations have been set up to clarify the management of rights protection assistance cooperation units, experts, and volunteers, and some local characteristic practices have been selected for reference in the system-wide work.

In the next step, the State Intellectual Property Office will continue to improve the intellectual property rights protection assistance system, guide all localities to continuously strengthen the capacity building of rights protection assistance around the needs of innovation and development, improve the quality of services, promote the extension of the work system to the grassroots level, strengthen the integration of resources, and form a joint force for protection, so as to provide strong support for high-quality innovation and stable and healthy economic development.
