This year is the "year of the big test" for Doing Business assessment, and the proportion of intellectual property rights in the World Bank's new global Doing Business system has been significantly increased. In the face of new changes, how does Shanghai "take over"? The reporter learned from the Municipal Intellectual Property Office that Shanghai will promote intellectual property work with high quality from five aspects: serving the overall situation of reform and development, improving the level of intellectual property protection, promoting the effective use of intellectual property rights, strengthening the supply of intellectual property services, and optimizing the environment for intellectual property development.



Starting this year, the World Bank will implement a new Doing Business system. Yan Rui, Director of the Public Service Division of the Municipal Intellectual Property Office, said that in the key indicator system of "promoting market competition", the World Bank has added a number of indicators related to intellectual property and innovation in the evaluation system around the three dimensions of regulatory framework, public services and ease of doing business. At present, the Municipal Intellectual Property Office is carrying out in-depth benchmarking research, analyzing the shortcomings of the problem, benchmarking the best practices, implementing the division of tasks, and improving the action plan.

In addition, the Municipal Intellectual Property Office will lead the six tasks and two supporting tasks of Shanghai's Action Plan for Optimizing the Business Environment Version 6.0, covering digital empowerment of intellectual property governance, intellectual property pledge financing, one-stop intellectual property services for enterprises to be listed on the Science and Technology Innovation Board, intellectual property protection system in new fields and new business forms, construction of intellectual property public service system for small, medium and micro enterprises, and overseas intellectual property rights protection mechanism.
According to the data, in the past year, 36,800 invention patents were authorized in Shanghai, a year-on-year increase of 11.98%; the number of PCT international patent applications was 5,591, an increase of 15.76%; The number of high-value invention patents per 10,000 people reached 40.9, an increase of 6.7 over the same period last year. In the 2022 Global Innovation Index report published by the World Intellectual Property Organization (WIPO), Shanghai rose to sixth place in the "Best Science and Technology Cluster" (merged with Suzhou to form the same science and technology cluster).


This year, Shanghai will strive to have about 45 high-value invention patents per 10,000 people in the city, and strive to exceed 7,000 PCT international patent applications. In the next step, the Shanghai Intellectual Property Protection Center will carry out a new batch of examination and approval of filing applications, and give full play to the advantages of a full-chain "one-stop" intellectual property comprehensive service platform integrating rapid pre-examination, rapid confirmation of rights, and rapid rights protection, so as to escort technological innovation.
