Implement measures to facilitate the passage of trucks on urban roads, 97% of cities above the prefecture level have canceled the restrictions on pickup trucks entering the city, 267 cities above the prefecture level have no restrictions on new energy light vans, and 10 cities have given some medium-sized vans the same right of way as light trucks. The public security organs will also work with relevant departments to issue guidance on promoting the high-quality development of rural homestays, administer 110,000 rural homestays, add 21,000 new ones, and open and operate homestay apps and mini programs in 24 provinces, providing free accommodation registration and other services for 56,000 rural homestays, and since July 2022, more than 61 million tourists have been accepted and 545,000 people have been employed. The reform of facilitating the registration of second-hand car transactions has been fully implemented, benefiting more than 10 million car owners every year. Implement the policy of tax reduction and fee reduction, carry out special clean-up and rectification of illegal fees related to enterprises, and reduce or exempt certification application fees, approval registration fees, and product testing fees by about 2 million yuan for enterprises.

By the end of 2022, a total of 1.13 million cross-provincial general offices had been handled for household registration migration, 710,000 cross-provincial services for the issuance of household registration certificates, and 120,000 transactions related to the first application for resident identity cards. We continued to optimize traffic management services, successfully implemented 3 measures to facilitate the registration of motor vehicles, implemented 4 measures to facilitate the collection of driving tests and licenses, implemented measures such as the electronicization of application materials and files, reduced the number of service materials by 200 million, and reduced the service costs of mass enterprises by more than 6 billion yuan. Promote measures to facilitate railway and civil aviation travel, realize the electronic self-service handling of passengers' temporary boarding identity certificates on mobile terminals, and cover railway passenger stations across the country, and open 79 "easy security check" channels at 41 large airports across the country. By the end of 2022, a total of 150 million railway electronic temporary boarding certificates and 13.125 million civil aviation electronic temporary boarding certificates had been processed, and more than 1 million people had been registered and 2.1 million people had been serviced. In order to facilitate the elderly, children and other passengers who do not use smartphones to apply for electronic temporary boarding certificates for civil aviation, a paper QR code system has been launched at airports across the country to help "silver-haired people" and children cross the "digital divide".

-- Fair and scientific supervision in accordance with the law, comprehensively improving the efficiency of public security supervision. Strengthen the construction of the supervision system, fully implement the management of the list of administrative licensing items, do a solid job in the supervision of key industries and fields, and improve the level of standardization and standardization of administrative licensing management. Unblock the supervision channels of the 12389 "Enterprise Appeal Platform", and promptly accept and dispose of reports and complaints that reflect the infringement of the legitimate rights and interests of enterprises. Strengthen the empowerment of science and technology, optimize and improve the Ministry of Public Security's "Internet + public security government service" platform, continue to promote the "one-network service" of public security government services, and launch a total of 170 types of statutory public security administrative power matters and 44 types of high-frequency public security convenience service matters, so as to achieve "one network and all services". Except for matters that cannot be handled online due to policy, confidentiality and other reasons, the public security government service matters released by the platform have a full online handling rate of 69%. Strengthen the construction of mobile applications for public security government services, providing online handling services such as inquiries about the number of people with the same name, verification of certificates of no criminal record, and temporary certificates of civil aviation flights.

-- Deepening the reform of immigration and entry-exit management services, and strengthening policy and institutional innovation. In 2022, the National Immigration Administration took the initiative to align with major national development strategies and regional development strategies, and introduced policies and measures to support the construction of high-level talent highlands in Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area. Implement 14 new measures to facilitate the production and operation of enterprises, reform and optimize the mode of border inspection and customs clearance at water, land and air ports, and serve more than 17,000 rapid customs clearance times of China-Europe trains throughout the year. Vigorously promoted the standardization, standardization and facilitation of government services for immigration management, issued 1.068 million ordinary passports, 1.748 million exit-entry permits for travelling to and from Hong Kong, Macao and Taiwan, and 4.323 million endorsements, and provided identity authentication services for Hong Kong and Macao residents, overseas Chinese, and permanent resident foreigners to handle social affairs for 45.13 million person-times. More than 300 "one-window acceptance and parallel approval" windows have been set up in 227 counties and cities, and the 12367 service platform has been intelligently upgraded and transformed, and the quality of government services for immigration management has continued to rise.

The Ministry of Public Security has organized and carried out a series of special operations to crack down on new types of money laundering crimes, counterfeit currency crimes, commercial bribery crimes, smuggling crimes, telecommunications network fraud and other prominent illegal crimes, and effectively protect the legitimate rights and interests of enterprises and the public. Carry out the fight against organized crime and evil on a regular basis, cracking down on underworld forces that bully and dominate the market, force people to buy and sell, and violently collect debts in key industries such as construction projects, mineral mining, transportation, and market circulation, and in 2022 a total of 1,690 underworld criminal organizations and malign force criminal groups were eliminated. Intensify the protection of intellectual property rights, organize and carry out the "Kunlun 2022" special action, and detect 27,000 cases of infringement of intellectual property rights and the production and sale of counterfeit and shoddy goods.

The public security organs will fully implement the spirit of the 20th National Congress of the Communist Party of China, focus on promoting high-quality development, better coordinate development and security, vitality and order, service and supervision, highlight the convenience of the people and enterprises, and focus on protecting market entities, optimizing the business environment, upgrading government services, and innovating supervision and law enforcement.
