Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has taken deepening the reform of Party and state institutions as an important task to promote the modernization of the national governance system and governance capacity, and deepened the reform of Party and state institutions in accordance with the principles of adhering to the Party's overall leadership, adhering to the people-centered, adhering to optimizing coordination and efficiency, and adhering to the principle of comprehensive law-based governance, and the functions of the Party and state institutions have been systematically and holistically reconstructed, providing a strong guarantee for the historic achievements and historic changes in the cause of the Party and the country. It has also accumulated valuable experience for continuing to deepen the reform of the party and state institutions.

Accelerate the construction of an intellectual property power, comprehensively improve the level of creation, application, protection, management and service of intellectual property rights, and adjust the State Intellectual Property Office from a national bureau under the management of the State Administration for Market Regulation to an agency directly under the State Council. The responsibility for law enforcement in the fields of trademarks and patents continues to be undertaken by the comprehensive law enforcement team for market regulation, and the relevant law enforcement work is subject to the professional guidance of the State Intellectual Property Office.
