In order to thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the "Outline for the Construction of an Intellectual Property Power (2021-2035)" and the "14th Five-Year Plan for the Protection and Use of Intellectual Property Rights" on the deployment requirements of intellectual property talents, solidly promote the implementation of the "14th Five-Year Plan for Intellectual Property Talents", and strengthen the construction of intellectual property talents, in accordance with the work arrangements of the Party Group of the State Intellectual Property Office "Implementation Plan for Daxing Investigation and Research", May 15-17, Wang Lantao, Deputy Director General of the Patent Office and Director of the Personnel Department of the State Intellectual Property Office, led the research team to Shanghai to carry out a special investigation on the work of intellectual property talents. Rui Wenbiao, Secretary of the Party Leadership Group and Director of the Shanghai Municipal Intellectual Property Office, accompanied the investigation.

During the investigation, the research team held a symposium on the work of intellectual property talents in colleges and universities. Tongji University, Shanghai University, Shanghai Jiao Tong University, and East China University of Political Science and Law respectively introduced the cultivation of intellectual property talents and the construction of intellectual property disciplines from the aspects of international intellectual property talent training, multidisciplinary integration of industry, education and research, and relying on the high-quality resources of the university to cultivate the advantages of intellectual property disciplines, and put forward opinions and suggestions. Wang Lantao gave guidance on the training of master's degree in intellectual property and the development of intellectual property disciplines.

The research team visited and investigated Shanghai Artificial Intelligence Laboratory and Shanghai Xinxinxin Intellectual Property Service Co., Ltd. Relevant units introduced the construction of intellectual property talent team, development goals and bottlenecks. Wang Lantao had a detailed understanding of the training, use, management, and incentives of intellectual property talents, listened carefully to opinions and demands, carried out exchanges and discussions around the issues concerned by various units, and helped plan ideas and measures.

During the investigation, Wang Lantao affirmed the achievements of Shanghai's intellectual property talent work. He requested that the Shanghai Municipal Intellectual Property Office should thoroughly study and implement General Secretary Xi Jinping's important instructions on intellectual property and talent work, implement a series of important deployments of the CPC Central Committee and the State Council on intellectual property talent work, solidly promote the high-quality development of Shanghai's intellectual property talent work, and provide sufficient talent resources and solid talent support for the construction of an intellectual property power.

Rui Wenbiao said that Shanghai's intellectual property talent work has always adhered to the talent as the first resource for innovation, and has continuously developed and expanded the city's intellectual property talent team. In the next step, it is necessary to carefully sort out the problems collected in the investigation, study the rectification plan in a timely manner and implement it. For common problems, it is necessary to do a good job in the "second half of the article" on the transformation and application of achievements, design, formulate and evaluate policies well, and make new and greater contributions to promoting the high-quality development of intellectual property rights.

Han Aipeng, Secretary of the Party Committee and Director of the Jiangsu Center for Patent Examination Cooperation of the Patent Office of the State Intellectual Property Office, and the heads of the Personnel Department of the State Intellectual Property Office and the relevant departments of the Shanghai Municipal Intellectual Property Office accompanied the investigation.
