Since the beginning of this year, in accordance with the unified deployment of the Ministry of Public Security, public security organs across the country have promoted special actions such as "Kunlun 2024" and "Clean Wind" in depth, severely cracked down on infringement and counterfeiting criminal activities in the Internet field in accordance with the law, concentrated on the investigation of a number of criminal cases of making and selling counterfeits through channels such as "live streaming goods" and "online shopping platforms", smashed a number of criminal gangs, eradicated a number of criminal network chains, effectively safeguarded the legitimate rights and interests of consumers and all kinds of market entities, and made every effort to create a good online shopping environment. So far, more than 1,900 related cases have been cracked. On the occasion of "Double 11", the Ministry of Public Security announced 10 typical cases of cracking down on online infringement and counterfeiting crimes in accordance with the law.

Case excerpt: Anhui public security organs cracked the case of Zheng Moubin and others producing and selling counterfeit brand mobile phones. In June 2024, the Huainan Public Security Bureau in Anhui Province cracked the case according to the clues reported by the masses, arrested 9 criminal suspects, and destroyed 3 criminal dens, involving more than 5,200 yuan. After investigation, since June 2021, the criminal suspect Zheng Moubin and others have purchased a large number of second-hand brand mobile phone accessories for assembly, purchased counterfeit brand mobile phone barcodes, labels, packaging boxes and other packaging materials for refurbished packaging, and sold them through e-commerce stores, with a total of 17,000 counterfeit brand mobile phones sold.

In their work, the public security organs closely combined with the development trend of new forms of online shopping, closely focused on key online areas such as online live broadcast rooms, online groups, and e-commerce platforms, focusing on prominent crimes in the fields of food, medicine, cosmetics, gas products, electrical equipment, auto parts, and children's products where consumer demands were concentrated. In view of the characteristics of the use of online shopping models to produce and sell counterfeit goods, such as the strong concealment of the crime and the length of the industrial chain, strengthen the research and judgment of clues, innovate the methods of crackdown, carry out precise and in-depth crackdowns, comprehensively investigate and clarify the criminal network of "production, supply and marketing" of the production and sale of counterfeit goods, resolutely investigate and deal with organizers, operators, and profiteers, and resolutely cut off the chain of illegal interests. In particular, with regard to professional and large-scale criminal gangs, we should firmly grasp the work requirements of "cracking down, tackling tough problems, and punishing evil", and carry out large-scale and joint crackdowns to ensure that the crackdown is thorough and the evil is eradicated.

At the same time, the public security organs, in conjunction with the relevant administrative departments, are to complete and improve departmental coordination mechanisms, continuously strengthening coordination and cooperation in areas such as the connection of executions, data sharing, coordinated rectification, and professional support, to truly strengthen the comprehensive governance of the online consumption environment. Closely combined with the visit and investigation of "benefiting the people and enterprises", we have established a police-enterprise cooperation mechanism with Internet companies and rights holder enterprises, and successfully cracked a number of major cases.

The relevant person in charge of the Intellectual Property Crime Investigation Bureau of the Ministry of Public Security said that the public security organs will continue to further promote special actions such as "Kunlun 2024" and "Clean Wind", continuously increase the crackdown on various infringement and counterfeiting crimes in the Internet field, and constantly improve the long-term mechanism for combating crimes, effectively purify the consumer market, protect the legitimate rights and interests of consumers and various market entities, and strive to make the people feel at ease to buy, eat and use comfortably. The public security organs reminded consumers that during the "Double 11" period, they should effectively enhance their awareness of the rule of law and prevention, be vigilant against promotional routines, and beware of counterfeit and shoddy products.
